מחאת המיליארדים

למרות פגרת הקיץ, השבועות האחרונים היו עמוסים במיוחד. המלחמה בוועדת הכספים נגד התקציב הסודי שחשפתי השנה, מחאת המיליארדים, מגיעה לשיאה בדיונים חטופים על קיצוצים בשירותים החברתיים. יו"ר ועדת הכספים מפחד מהח"כית שמעזה לחשוף את התחבולות שלו ואת הדילים הפוליטיים שהוא סוגר עם משרד האוצר  על חשבון הכסף של כולנו, ומגרש אותי מהוועדה בכוח. זה לא מצליח לו: בסוף האמת יוצאת לאור. כתבת "הארץ", נעמי דרום, עקבה אחרי מקרוב במשך חודשיים ו
פרסמה בכתבת השער של מוסף הארץ מבט מבפנים על המלחמה שלי על הכסף שלכם. אני מזמינה אתכם לקרוא את הראיון איתי ולהעביר הלאה (לחיצה על התמונה מובילה לכתבה, או אתם לא מנויים לחצו כאן): 

איפה הכסף של הדרום? 

במשך כל ימי הלחימה דרשתי ממשרד האוצר ומוועדת הכספים דבר אחד: להעביר כסף לחיזוק הכלכלה בדרום, ולבנות תכנית רב-שנתית לשיקום החוסן החברתי של ישובי הדרום ועוטף עזה. במדינה מתוקנת היה מוקם עכשיו מערך סיוע של עובדים סוציאליים לילדים שנפגעו מטראומה ושחוששים לחזור הביתה, או לצאת החוצה מהמרחב המוגן, והיה מועבר סיוע תקציבי משמעותי למערכת החינוך ולחינוך הלא פורמלי. היו בונים תכנית מיוחדת לסטודנטים במכללת ספיר ובאוניברסיטת בן גוריון כדי לסייע להם להתגבר על הקשיים הכלכליים כתוצאה מקיץ ללא עבודה ולהישאר לגור בדרום.

אבל את הכסף הזה לא דחוף לאוצר להעביר. במקום זה, הם כינסו ישיבה מיוחדת של ועדת הכספים כדי להעביר 20 מיליון שקלים לחיזוק החוסן החברתי ביהודה ושומרון ו-70 מיליון שקלים למועצות הדתיות. זה כבר לא עניין של שמאל וימין - זה פשוט עיוות של סדרי העדיפויות. יו"ר ועדת כספים, ח"כ ניסן סלומינסקי הציב תנאי: הוא לא מקדם את חוק המע"מ של לפיד עד שלא מעבירים כספים לחינוך ורווחה בהתנחלויות (מאז אוקטובר, הבונוסים להתנחלויות עברו את ה-900 מיליון שקלים!). לא לנחל עוז, לא לכפר עזה, לא לבאר שבע. מה שמעניין את הימין זה בית אל, אלקנה וחברון. צריך להגיד את זה ברור וחד: הח"כים של הימין שכחו את הציונות ושכחו את מדינת ישראל. הם נלחמים רק על עתידן של הגבעות ביהודה ושומרון, ומצידם תושבי הדרום יכולים ללכת לחפש את החברים שלהם. קראו כאן את הטור שפרסמתי בהארץ וצפו בכתבה של מתן חודורוב על הדיון:

ככל שאמשיך במאבק על השקיפות, כך יפעילו המתנגדים לו כוח גדול יותר בניסיון להשתיק אותי. הרבה אנשים מרוויחים הרבה מאוד כסף וכוח מהמצב הקיים, והם לא מתכוונים לוותר עליו בשום פנים ואופן. כדי להבטיח שאף אחד לא יעצור אותנו אני זקוקה לכם איתי. לא רק בלייקים ובפרגונים המשמחים שאני מקבלת ברחוב או במיילים המחזקים שאתם כותבים לי. זה מחמם את הלב, אבל כדי לעקור מהשורש את השחיתות שמתקיימת בוועדת הכספים, אני צריכה גב חזק בתוך המפלגה שלי. אני זקוקה לכל אחד ואחת מכם, שאכפת לו לאן הכסף שלו הולך ומוכן להתייצב לצידי ברגע האמת.

בלי אנשים שיתפקדו למפלגת העבודה ויתמכו בי מתוכה, המשימה הזו תהיה בלתי אפשרית. האנשים שמרוויחים מהמצב הקיים מכירים היטב את השיטה ומנסים להפעיל לחץ גם מבפנים. אנחנו יכולים לנצח אותם אם נפעל ביחד.

התפקדות למפלגת העבודה לוקחת לא יותר משתי דקות ועולה 75 שקלים בשנה. הכנסו ללינק והצטרפו למאבק שלי. זו כבר לא מחאת המיליון. זו מחאה על מיליארדי השקלים שלנו שהוזרמו למקומות הלא נכונים.

Minister of State Tim Uppal concludes successful trip promoting peaceful pluralism on the international stage

OTTAWA, Sept. 2, 2014 /CNW/ - Tim Uppal, Minister of State for Multiculturalism, on Sunday concluded a trip to the United Kingdom, where he met with UK government officials to highlight Canada's success in encouraging and embracing peaceful pluralism.
As part of his trip, Minister Uppal also attended the Jalsa Salana 2014 International Convention, the formal annual gathering of the Ahmadiyya Muslim Community. There, he met with His Holiness Hadhrat Mirza Masroor Ahmad, Khalifatul Masih, addressed participants and highlighted Canada's successful experience with multiculturalism, and the important contribution the Ahmadiyya community in Canada has made toward that success.
On behalf of the Government of Canada, Minister Uppal met with Lord Ahmad of Wimbledon, Parliamentary Under Secretary of State for the Department for Communities and Local Government, to discuss each country's approach to multiculturalism.

‘Historic marginalization’ of indigenous people must be addressed: Police Chief Devon Clunis

Bernice Pontanilla/Metro Police Chief Devon Clunis said he mourned for 15-year-old Tina Fontaine, whose body was found in the Red River in August.
Winnipeg’s police board can and should do more to help the plight of the city’s aboriginal population, especially young women and girls, Chief Devon Clunis said on Friday.
The issue of missing and murdered indigenous women was discussed at length during Friday’s police board meeting, with citizen David Sanders, who is also running for mayor, kicking off the discussion.
“Our community should mourn the loss of every life and spare no effort to prevent violence and exploitation and the murder of any human being,” Sanders told the board.


“But when we find a continuing pattern of criminal behaviour involving the frequent victimization of a particular vulnerable group, such as our aboriginal women, we must name such atrocities and we must all work to stop them from happening again and again.”
Clunis said the issue of missing and murdered aboriginal women goes far beyond policing, but there are initiatives that both the board and the police force could take.
“I think if any city should take the lead, it should be the City of Winnipeg,” said Clunis, adding that under his tenure, the force has worked hard at establishing partnerships with community groups.
“When you look at the urban population of First Nations and Metis in the city of Winnipeg, that’s what I meant by that, significant population, so if any city should feel really close to this issue, it should be the city of Winnipeg.”
While Sanders expressed support for a national inquiry, Clunis said this was a political matter outside of the scope of his focus of the day-to-day policing.
On the murder of 15-year-old Tina Fontaine, whose body was found in the Red River in August, Clunis said this “should not happen anywhere.”
“My reaction probably was the same as any other caring individual, you mourn for that, you do not like to see that happening … as an individual, I felt that, absolutely,” he said, adding that there has been a “long historic marginalization” of First Nations, Metis and Inuit people in Canada.
“We have to first recognize that, accept it and then let’s go forward and deal with it.”
Coun. Scott Fielding, who chairs the police board, said the strategic plan is for five years and believes it will include aspects that will address the root causes that can result in the exploitation of society’s more vulnerable.
Fielding said that he supports the call for a roundtable discussion on missing and murdered indigenous women, first proposed by Canada’s premiers and which the federal government is now amenable to.

IPCRI would like to thank you for your continued support. Your commitment to IPCRI and our vision encourages us to do our best.

It is 6 and a bit after the war. Now that this one is behind us, it is becoming clear that all the death, destruction and suffering could have been avoided. Hamas achieved very little, and it is very doubtful what Israel achieved. As testimony of this, the Israeli Army recommended late last week that the blockade be eased, salaries be paid etc. It is a tragedy that so much devastation had to take place to reach a conclusion and prompt actions that could have easily been taken without it. Thus, another senseless war has been waged by visionless and cowardly politicians.   

One thing that is very clear to us is that in the absence of a political solution we are now only in a lull between the war that has just ended and the next one. Since the ceasefire came into force, Israel has announced further measures guaranteed to obstruct peace, such as appropriating 4,000 dunams for expansion of settlements, and seizure of Palestinian Authority tax revenues. Based on these steps one can only conclude that the Netnayahu government continues to refuse to be serious about peace and continues to reject any notion of a two state solution. This clearly puts the Netanyahu government on one of two tracks: either towards a fully democratic one-state solution which would mean an end to a Jewish state, or - much more likely - an ethnocentric single state, which would mean an end to a democratic state and the solidification of Israel as an apartheid state. Whoever reads this newsletter should consider what she or he supports and what they intend, if anything, to do about it.   

As for IPCRI, we continue to work tirelessly. The war took a serious toll on us but we are back on form. We conducted an excellent Afternoons with IPCRI event on the last day of July, hosting Dr. Anat Kurz from the Institute for National and Strategic Studies and Prof. Mukhaimer Abu Sada from Al-Azhar University. You can view the recorded event here.

Yesterday, we hosted another Afternoons event. Dan moderated a panel of two, comprising Meron Rapaport, a journalist who is leading the "Two States in One Homeland" Israeli group; and Dani Dayan, former chairman of the Yesha Council and the person behind the idea of Peaceful Nonreconciliation.

As you may know, IPCRI has been researching the idea of an Israeli-Palestinian confederation or union as part of a project called "Two States in One Space". The central research question we have put before our five working groups is how we can reconcile two sovereign nation states that allow for full freedom of movement between them. The confederation would have to start thin and thicken over time but this concept holds great promise, as it creatively addresses some of the issues that seem unsolvable via the well-known separation plan. We are making progress here. Our five working groups are: A) citizenship, residence and freedom of movement; B) governance and common institutions; C) Jerusalem and holy sites; D) Right of Return, Law of Return and Immigration; and D) security. They will be submitting their working papers by the beginning of October. We should have them ready for publication by the beginning of November and are planning a conference to examine their findings. You will, naturally, all receive electronic copies of this when the time comes.

Our newsletters have been generating interest in our organization and bringing in donations, and we are grateful for every dollar/Euro we receive. These are very hard days for NGOs: donor fatigue and multiple pressing humanitarian issues mean that there is less and less to go round.

We hope that we have demonstrated to you - and will continue to demonstrate - that we do not do "more of the same" and that we continue to represent a fresh, innovative and bold voice with a clear vision. Not all we do necessarily works but the chances of them working are better than long tested and tried ideas that continue not to.
