אך מהו הביטחון הזה שכולנו נשבעים בשמו? נראה שהמושג "ביטחון" בהגדרתו הנוכחית בישראל הוא מיליטריסטי וככזה מוטה ולוקה בחסר. ביטחון מוגדר מילונית כהיעדר תחושת איום, אך השיח בישראל מתמקד בהיבטים צבאיים של תחושת איום זו. הוא מתעלם מהמחירים הקשים שתחושת האיום והיעדר הביטחון גובים מחלק גדול מהאוכלוסייה - נשים, אשר מהוות כ-51 אחוזים מהאוכלוסייה. כל עוד נשים מגלות מאפיינים דומים לאלה של "האנשים", הלכה למעשה גברים, הן מקבלות הגנה ראויה בחוק.

במדינת ישראל מושג ה"ביטחון" עולה חדשות לבקרים ותופס מקום מרכזי בשיח ובהתנהגות הפוליטית: יש לדאוג לביטחון הגבולות הטריטוריאליים של המדינה, יש להגן על ביטחון העורף מפני טילים ורקטות של ארגוני הטרור, יש לדאוג לביטחון האזרחים במרחב הציבורי ולכן מוצבים שומרים בכניסה למרכזים גדולים, לתחנות רכבת ואוטובוס גדולות וישנם עוד צרכים ביטחוניים יומיומיים האופייניים למדינה שנמצאת בסכסוך אלים ומתמשך.
בהתאם לאמור, תקציב הביטחון במדינת ישראל נוגס בצורה משמעותית בכל שנה בתקציב המדינה, וההערכות מדברות על הקצאה תקציבית של כ-73 מיליארד שקל לשנת 2014.

פגיעה מהסוג שגברים לא חווים בד"כ
אם אישה תמעד על בור ביוב פתוח במרחב הציבורי היא תקבל סעד בדיוק כמו גבר, שגם הוא לעתים מועד על בור ביוב פתוח. אם אישה תיפגע בתאונת דרכים, היא יכולה גם כן לתבוע וכך בכל פגיעה אחרת שבה המרכיב המגדרי איננו חלק אינהרנטי לפגיעה, האישה תקבל הגנה ראויה בחסות החוק.
הקושי מתחיל כאשר הפגיעה מקושרת ישירות להיות הנפגעת אישה וכאשר הגבר לרוב אינו חווה פגיעות מן הסוג הזה. סוגיית הטרדות הרחוב היא אחת הדוגמאות הקלאסיות במסגרתן נפגע הביטחון של נשים במרחב הציבורי, אך היא אינה מקבלת הכרה ונדחקת לשוליים של סדר היום "הביטחוני".
המושג "הטרדת רחוב" מתייחס להטרדות על רקע מגדרי במגוון רחב של מרחבים בספירה הציבורית. הספרות הפמיניסטית הגדירה את תופעת הטרדות הרחוב כפרקטיקה שבמסגרתה נשים מוטרדות על ידי גברים זרים להם במרחב הציבורי הרחב, שהוא אינו מקום עבודתן, והמטריד (או המטרידים) שולח להן מסרים אודות התהלכותן במרחב. הטרדת רחוב מגדירה את האישה כאובייקט מיני וכופה אינטראקציה עם אדם זר.

מחקר קנדי שפורסם באתר www.statcan.gc.ca הסתמך על סקר אלימות כלפי נשים וכלל 12,300 נשים מגיל 18 ומעלה. המחקר מצא שכ-85 אחוזים מהנשים חוו הטרדות מיניות מגברים זרים במרחב הציבורי (זאת לעומת 51 אחוזים שחוו הטרדות מיניות בעבודה על ידי אדם שמוכר להן). כ-60 אחוזים העידו על קבלת תשומת לב לא רצויה כגון שריקות, מבטים והפרחת נשיקות באוויר.
נתונים דומים הופיעו בסקר שנערך בארצות הברית ופורסם בעיתון "ניו יורק טיימס" ב-2007. בסקר, שנערך בקרב 1,790 משתתפים, בהם שני שליש נשים, עלה כי 63 אחוזים חוו הטרדה מינית ברכבת התחתית בניו יורק. בסקר שפורסם באתר החדשות ההודי Indian Express ב-2009 ונערך בניו דלהי בקרב 630 נשים, דיווחו 95 אחוזים מהן על הפחד מפני הטרדה מינית, וכ-85 אחוזים מהן דיווחו כי אוטובוסים הם כלי התחבורה הציבורית שבו הן מרגישות הכי פחות מוגנות מפני הטרדות מיניות.
ישראל: החוק לא מכסה שריקות וצפירות לנשים
במדינת ישראל, סעיף 3(א)(5) בחוק למניעת הטרדה מינית מגן מפני מגוון של הטרדות רחוב, אך אינו מכסה את שלל הטרדות הרחוב האפשריות כגון שריקות, צפירות ועוד. כלל ההערות שנשים סופגות במרחב הציבורי החל משחר ילדותן פוגע בביטחון האישי שלהן.
בשנת 2011 נערך בישראל סקר טלפוני על הטרדות רחוב בשיתוף אתר האינטרנט "הכצעקתה", איגוד מרכזי הסיוע לנפגעות תקיפה מינית ווהועדה לקידום מעמד האישה בעיריית תל אביב. הסקר הטלפוני נערך בקרב מדגם מייצג של 500 נשים בגילאי 16 ומעלה, המתגוררות בתל אביב-יפו. המשתתפות במדגם נשאלו אם הן עברו הטרדות ברחוב. כמחצית (45 אחוזים) ענו "כן" - דהיינו אחת מכל שתיים. עם זאת, לאחר שאותן נשים נשאלו שאלות מפורטות יותר, כגון, "האם צפרו לך?" "האם הציעו לך הצעות מגונות?" "האם התחככו בך (באופן מכוון)?", הרי שהממצאים העלו שיעור הטרדות רחוב גבוה בהרבה של כ-83 אחוזים (יותר מ-90% מהנשים מתחת לגיל 60).

על פי ההבנה הפמיניסטית, ההטרדות הללו הן חלק משליטה סימבולית שמפעילה החברה הפטריארכלית על מנת לשמר את כוחה. השליטה הזו, המכונה "טראומה עיקשת" לפי ד"ר נטע זיו, באה לידי ביטוי בהפיכת חיי האישה לרצף של אירועים טראומתיים בעבורה, בזמן שבעבור החברה השלטת זו המציאות הנורמטיבית.
איום לא פחות ביטחוני מאשר ירי טילים
אותה שליטה סימבולית אינה מותירה סימנים פיזיים אלא מתאפיינת באיום מתמיד על העצמי. איום מתמיד זה עבר תהליך של נרמול, והוא פועל בדרכים סמויות יותר מאשר בדרכים גלויות. איום זה הוא לא פחות ביטחוני מהאיום המתמיד מפני ירי טילים לדרום או צפון הארץ איתו מתמודדת אוכלוסייה רחבה בישראל. ההבדל נעוץ בכך שלסוגיית הביטחון של האחרונים המדינה מייחסת משקל, ומציבה "כיפות ברזל" ואוגדות.
בעולם מקובל כיום לדון בצורך של הטמעת נקודת מבט מגדרית (ג'נדר מיינסטרימג). היעדר של הטמעת נקודת המבט המגדרית בנושאי ביטחון גובה כאמור מחיר כבד מנשים. בעיית הטרדות הרחוב היא חלק מהסוגיה הביטחונית הרחבה, ולפיכך יש לתת גם עליה את הדעת. נראה שקיימת כיום התעוררות של נשים שדורשות "ריקליימינג" למושג ביטחון. קרי, המשגה חדשה שתכלול את תפיסת הביטחון של נשים, בבית, ברחובות העיר, במקומות העבודה כחלק מתפיסה רחבה יותר, הכוללת את נקודת מבטן, את חוויות החיים שלהן.
לפני כארבעה חודשים אימצה ממשלת ישראל את תוכנית הפעולה שיזמו ארגוני נשים ליישום החלטה 1325 של האו"ם משנת 2000. בכך הצטרפה ישראל לרשימה מכובדת של כ-30 מדינות שבחרו כבר לאמץ תוכנית פעולה כוללת, בהן ארצות הברית, בריטניה, בוסניה, ספרד, נורבגיה ועוד.
החלטה 1325 קוראת, בין היתר, להגנה רחבה על נשים מפני ההשפעות ההרסניות של סכסוכים אלימים, לחובה של מדינות באזורי סכסוך לפעול לטובת מיגור אלימות נגד נשים, ובמיוחד אלימות על בסיס מגדרי, וכן יוצאת בקריאה לשילוב נשים במוקדי קבלת החלטות, משא ומתן מדיני ותהליכי שלום מתוך הכרה בחשיבות נקודת מבטן הייחודית של נשים.
אם כן, לאור תוכן ההחלטה נראה שאימוץ תוכנית פעולה על ידי הממשלה הישראלית הוא צעד חשוב ומבורך בדרך להרחבת המושג "ביטחון" והכרה, בין היתר, בצרכי הביטחון האישי של נשים בספירה הציבורית והפרטית כאחד.
זאת ועוד, העלאת המודעות הציבורית והפוליטית לצד נקיטת פעולות אקטיביות של הממשלה על מנת להבטיח שמירה על ביטחונן של נשים בעתות שלום כמו גם בעתות מלחמה ומבצעים יסייעו, הלכה למעשה, להטמעת נקודת המבט המגדרית בנושאי ביטחון ולהרחבה ראויה ומבורכת של הבנתנו את מושג הביטחון.
יש לוודא שהממשלה הבאה שתקום לאחר הבחירות החודש תפעל למען יישום בפועל של תוכנית הפעולה. שכן, הצהרה גרידא לא יכולה ולא תוביל לשינוי בתפיסה של אלימות מינית במרחב הציבורי כחלק מחובת המדינה לשמור על ביטחון אזרחיה ואזרחיותיה. נדרש יישום כולל ומקיף, ויפה שעה אחת קודם.

World Economic Forum poll puts Israel way ahead of its Muslim neighbors in terms of women's basic rights and freedoms.

Israel is the best country in the Middle East for women's rights and freedoms, the World Economic Forum's Global Gender Gap survey concluded this week.
The survey, which has been conducted since 2006, ranks 110 countries in terms of gender equality and inequality, using a variety of factors including demographic data, socioeconomic figures, and a close look at women in the legal system.
In 2013, Israel ranked #53 for women's rights worldwide - up two places since 2012 - but top for the Middle East overall. Middle Eastern and Muslim countries ranked lower on the list, possibly due to their lower human rights records overall.
Thomson-Reuters noted recently that several Middle Eastern countries - Egypt, Iraq, Saudi Arabia, and others - have a poor track record for violence against women, reproductive rights, as well as the treatment and role of women. Egypt bottomed out the list.
The report noted that the Comoros Islands have the best track record for treatment of women in the Arab world; while the tiny nation did not appear on the WEF list, Oman - which ranked second for the Arab world in the Reuters poll - ranked 122nd in this week's survey. Kuwait, which ranked third on the Reuters list, stands at just 118.
The survey's results were published in honor of International Women's Day, which was on March 8, and surfaces within days of reports that the Saudi Arabian royal family has been holding princesses captive against their will for several years.
Israel received the Reducing the Gender Gap prize in 2013 from the European Parliament for its efforts in championing women's rights.

Jumana felt a sudden stabbing pain in her lower back as she got up from her desk. Her vision went black for a friction of a second, and she had to hold on to the chair to avoid falling.
It was close to midnight, I’ll get to the doctor in the morning, Jumana told herself. She took a scorching hot shower, brushed her teeth, and got in bed. But the pain made it impossible to... lie in any comfortable position. After two hours of lying on her back, she couldn’t take the pain anymore, and decided to call a taxi to take her to the hospital.
After filling in the paperwork, she was motioned to a bed and was told that a doctor will attend to her shortly. A male doctor, about mid-fifties, appeared. He took a quick look at her, saw her dark complexion, raised an eyebrow. “Jumana?”
“Yes, that would be me.”
“So, tell me, what’s the problem?”
Jumana told him about the back pain.
The doctor looked her up and down, then said in a condescending tone, “You Arabs, you buy cheap shoes from the market, and then wonder that you get back pain!”
Jumana was so taken aback by his remark, that all she could do was look down at her orthopaedic leather shoes, which cost her almost a quarter of her salary.
“And for how long have you been experiencing this pain?”
“Only a few hours.”
“And what did you do in the last few days?”
“Nothing special.”
The doctor frowned at Jumana, “Try to remember!” It was more of an order than a request.
“Really, nothing unusual... oh, wait! Yes, I was at a demonstration a few days ago, so maybe I got pushed around or something, but I don’t remember any pain... I think it...”
“I don’t want to hear about any demonstration!” the doctor snapped at her.
“But you asked me about it... anyway, it was a quite violent demonstration, with policemen on horses, tear gas...”
“I said I don’t want to hear about any demonstrations!”
“Oh, and I picked up an injured man...”
The doctor was losing his patience. “I’m afraid I can’t do anything for you.”
“Nothing?”
“What do you want to do?”
“Can you just give me some pain killers?”
“What do you think, that this is a picnic?”
“No, but you just asked me... so what do you suggest, doctor?”
“I’ll give you a shot.”
Jumana opened her eyes wide, “What do you think this is, doctor? A picnic?!”
