Council & Gardaí Must Do More

Sinn Féin Clondalkin Councillor Eoin Ó Broin has called on both South Dublin County Council and the Gardaí ‘to do more to tackle the problem of anti-social behaviour in Harelawn estate’. The call comes following a Sinn Féin community safety survey in the estate finds that almost 70% of residents are concerned with anti-social behaviour and a number of high profile incidents involving joyriding and stolen cars.
Cllr Ó Broin said:
‘Last month Sinn Féin conducted a door to door survey on community safety issues in Harelawn following contact from local residents concerned with anti-social behaviour issues the estate.
‘77 households completed the survey giving a response rate of 30%. They key findings included:
· 68% of respondents are concerned about anti-social behaviour

· 38% of respondents say things are the same while 35% say things have gotten worse

· The biggest problem identified was joyriding and stolen cars followed gangs and by quads and scramblers

· Only 8% of respondents has contacted the Council about these problems

· Only 20% of respondents had contacted the Gardaí

· 5% of respondents felt that the response from the Council/Gardaí was OK

· 17% of respondents felt that the response was bad

‘When asked what action they wanted the Council/Gardaí to tame to address these problems:
· 20% said more Gardaí on the streets

· 7% said a playground for children

· 4% said more Council cleaning

‘Sinn Féin will be seeking to meet with the local Gardaí and Council estate management staff in the coming weeks to discuss the findings of the survey. We will also be urging both the Council and the Gardaí to do more to reduce anti-social behaviour in Harelawn.’ ENDS

Overview of An Garda Síochána Actions to Tackle Subversive & Organised Crime Activities

The recently published 2014 Policing Plan highlights the continued commitment of An Garda Síochána to pro-actively target groups and individuals engaged in criminal activity, including organised criminal and subversive activities.

As the operation on Sunday 2nd February 2014 highlighted, the counter-terrorism strategies and intelligence-led operations of An Garda Síochána are focused on targeting and disrupting any operational planning or logistical support being conducted or contemplated in this jurisdiction. The level of policing and security resources, both overt and covert, dedicated to this task continues to be commensurate to the threat posed.

An Garda Síochána continues in its endeavours to thwart terrorist activity on this island. As a result of many Garda operations some forty six (46) persons are currently before the Special Criminal Court to answer a range of charges including membership of the IRA; possession of firearms and possession of explosives. Many of these operations included seizures of firearms and explosives.

An Garda Síochána continues to develop and implement operations and strategies aimed at targeting, dismantling and disrupting criminal networks, utilising advanced analytical and intelligence methodologies.

Close cooperation exists at all levels between An Garda Síochána and our PSNI counterparts in the context of countering and investigating the activities of such groups. This co-operation takes place on operational and strategic levels, and includes: cross border investigations and joint operations; intelligence sharing and security; communications; training through the Patten exchange programme, and emergency planning. As part of this collaboration the targeting of organised criminal groupings is maintained as a priority.

An Garda Síochána also works closely with other police agencies such as Europol and Interpol to tackle the transnational elements of organised crime.
Multi-disciplinary approaches are utilised to ensure the activities of individuals and groups involved in criminal enterprise are effectively targeted, including the use of the Proceeds of Crimes Legislation, and the powers of the Criminal Assets Bureau.

Successful information-led interventions, based on intelligence and analysis, are used to reduce crime levels. The identification and targeting of organised crime groups, including those styling themselves as Republicans groups, whose activities have such a negative impact on communities across the country is a primary strategic objective of An Garda Síochána.

Louth County Cllr Edel Corrigan and Declan Murphy Louth Sinn Fein Constituency Manager, recently met with senior members of E Districts PSNI and Assistant Chief Constable, George Hamilton in regards to a number of issues, including Cross Border crime and communications between members of the PSNI and An Garda Síochána.

Cllr Corrigan Stated “Although there appears to be better communication between the PSNI and An Garda Síochána in a number of areas, more still needs to be done to tackle the issues of cross border crime such as car theft, house break ins, burglaries and there are a large number of issues around stolen farm plant and equipment”.

Cllr Corrigan said “Cross border crime needs to be tackled, and we appreciate this is difficult considering the lack of resources provided. All the more reason then, that An Garda Síochána and the PSNI should communicate, co-ordinate and work with the local communities North and South.”

Cllr Corrigan continued, “I would like to see both the PSNI and An Garda Síochána work together to share initiatives like local community policing plans, Community Restorative Justice Programmes and education programmes rolled out in some areas with youth, particularly around topics such as anti-social behaviour, bullying, criminal damage, e-safety, and the Be SMART Anti Rape Campaign.”
